Fiji’s former Roving Ambassador to the Pacific to lead Blue Prosperity Fiji team


William Toganivalu has joined Blue Prosperity Fiji (BPF) as the program’s Managing Director. He will lead the team and the strategy and delivery needed to advance Fiji’s 30x30 pathway, including sustainable management of 100% of its ocean and full protection of 30% by 2030. He will also strengthen relationships with government and stakeholders across the program.


Toganivalu brings deep leadership, diplomacy, and operational experience to the role. Most recently, he served as Fiji’s Roving Ambassador to the Pacific Island Countries and Territories within the Ministry of Foreign Affairs, where he represented Fiji’s national interests and strategic priorities, working closely with political leaders, government officials, and Pacific organisations on sustainable development, climate action, regional security, and economic cooperation.


Prior to his diplomatic appointment, Toganivalu served as Regional Security and Risk Management Advisor for GIZ in the Pacific, conducting country risk assessments and risk mitigation strategies for teams across the Pacific and globally. Earlier in his career, he served for 13 years in the British Army, with operational experience in Northern Ireland, Iraq, and Afghanistan. Outside of his professional roles, Toganivalu is active in his community, supporting youth development through sports, and enjoys the arts and farming.

Blue Prosperity Fiji is a Government of Fiji led-partnership with the Waitt Institute, dedicated to advancing Fiji’s vision for a healthy ocean, thriving communities, and prosperous economies. 


Since the program began, BPF has worked closely with the Government of Fiji, resource owners, and communities to provide the frameworks, information, and resources needed to make informed decisions about marine resource management. In 2023, BPF carried out the largest coral reef survey in the nation’s history to gather critical data to inform Fiji’s marine resource management. 


BPF will continue working with government ministries, NGOs, resource owners, and communities to support Fiji in meeting its marine protection targets.
